The 2026 Cookie Program begins January 3rd, 2026. Ensure your troop is prepared by following our “Before the Program” Checklist below:
All Girl Scouts in the troop are registered/renewed for the 2025-26 membership year.
The Troop Cookie Champion has completed the Product Program Champion Agreement and the 2026 Cookie Program Training(s) in gsLearn, and attend your SU Troop Meetings to gather your Cookie Program Materials such as order cards, money envelopes and receipt books.
Host a caregiver meeting to discuss the Cookie Program, important dates and details, and distribute materials. Have participating girls’ caregivers fill out the GSCB Family Product Program agreement if it was not already completed during the 2025 Fall Product Program.
Set up your troop in eBudde by logging in, updating your contact info, checking the Settings tab for banking account info accuracy and the Girls tab for roster accuracy.
Log in to Digital Cookie and set up your troop, ensuring all Girl Scouts are showing correctly, and set up your Troop Link.
Host a troop Cookie Rally.
Set troop goals and guide a girl-led discussion about how to utilize your troop proceeds.
Getting Set Up in eBudde
Log in to eBudde. Try last year’s login info, if you’re new, use the “forgot your password” link to get setup for the new year.
Update your contact and address details as prompted by eBudde to complete your account setup.
Review your Troop Dashboard.
Enter your troop details in the Troop Settings tab. Review your banking information. If there is an error or your banking information is not visible, please correct it/enter it and enter your opt-in/opt-out status for rewards by February 9, 2026.
Verify all of the girls in your troop appear on your eBudde roster. If you have missing girls, double-check they are registered for the 2025-26 membership year and have a completed GSCB Family Product Program Agreement. If they are registered, contact Member Care at MemberCare@cbgsc.org with your troop number and girl’s name(s).
eBudde App
The eBudde App provides support for volunteers at every phase of the Cookie Program. It has everything you need to manage orders on the go, all from your mobile phone or tablet! Available for download from the Apple App Store or Google Play Store.
Getting Familiar with eBudde Tabs
This is each troop’s default screen. This is where you’ll see important messages from council and/or the service unit, as well as links to tools and resources you’ll need throughout the season.
On this tab you will also find the total balance due to council (may differ from the IO ACH), year over year sales progress for your troop, troop PGA, Cupboard details, a troop checklist and much more!
From here, you can review contact info and click EDIT to make any changes to your own contact details.
Only council can make additions or remove users from the contacts tab.
All Pending Cupboard Order Pickup People are now required to have an eBudde account setup prior to picking up their troop’s scheduled cupboard orders.
Complete the “Troop Pickup Only User Addition Request” form to add TRUSTED Troop Volunteers to the “Troop Cookie Pickup Only” user role. (Do NOT request to add Troop Cookie Champions, they already have this ability.)
The trusted volunteer(s) will need to download the eBudde app to their mobile device (or favorite the eBudde website), AND setup their account BEFORE picking up cookies from a cupboard.
You can do several things under this tab, including:
- Edit troop info.
- Enter girl’s package goals.
- Opt-out of rewards for additional profits.
- Check banking information and confirm accuracy of bank account and routing numbers.
NOTE: Some items in the Settings you cannot update including your bank details. If you see an issue, contact MemberCare@cbgsc.org for assistance.
Here you will find girls’ names, GSUSA IDs and grades. (Only registered Girl Scouts will be uploaded to eBudde by GSCB.)
You can also enter t-shirt sizes for rewards here.
This is where you enter your troop’s initial order by girl and additional cookies for booth sales. NOTE: Once orders are submitted here, they cannot be changed. Carefully review the totals before hitting SUBMIT ORDER. (If you must edit your Initial Order after submission, reach out to your SUCC for assistance.)
Before the initial order submission, all Digital Cookie orders, payments and packages are sent to eBudde. After the initial order, Digital Cookie orders for girl-delivery will need the physical packages ONLY entered in eBudde’s Girl Orders tab. Payments and order numbers are sent directly to eBudde.

The reports tab allows troops to run a variety of information reports including, but not limited to:
- The CUPBOARD report–shows a list of all open cupboards and their location/hours of operation.
- The DELIVERY STATION report–shows a list of locations available for your troop to choose from for Initial Order Pickup.
This report reviews all transactions for the troop, including:
- Final package numbers
- PGA numbers
- Tiered proceeds
- Payments made (to council and Digital payments)
- Digital Cookie totals
- Girl Scouts® Gift of Caring donations
- Totals due to council (negative = $ owed to the troop, positive = $ owed to council)

Getting Set Up in Digital Cookie
If you have completed your gsLearn training, you will receive an email inviting you to log in to Digital Cookie. Use the link from that email to open Digital Cookie or login here. Volunteers with completed requirements will get access to Digital Cookie on Dec. 15th, before girls and families have access on Dec. 22nd.
You will be prompted to create a password. Create a password that you will remember and keep it handy in a safe place throughout the program. Login using your new password. Your email address should be the same email address you received your Digital Cookie email from.
Complete the welcome requirements (video and Terms and Conditions). If you are also a parent of a Girl Scout, you may be asked to complete additional welcome requirements. *If you are a parent, your site will change slightly on Dec. 22nd when girl setup access begins. You will be able to change your role from Parent to Volunteer using the Role selection drop-down box.
Once you’re logged in as a volunteer, you will be able to setup your Troop Links. See tipsheets below for instructions. Your troop links will be live January 6th and can be used during Cookie Booths and by customers who want to support the troop but don’t necessarily have a connection to a Girl Scout.
